As an author, I want unified and advanced search for reusable content across author, phrase, keyword, and metadata criteria so that I can quickly locate the best existing content and avoid duplicate authoring.

- Given reusable alternatives exist, when authoring continues, then the system suggests suitable matches.
- Given large result sets, when users refine queries, then response and relevance remain usable for MVP needs.
